THE CONCEPTUAL APPROACH TO SAFETY OF RUSSIA THROUGH SUSTAINABLE DEVELOPMENT

Approximately for 10 years nearby 150 from these countries, following official documents and United Nations recommendations have created the official documents (concepts, programs, strategy etc.) The various state and non-governmental organizations which have started to pursue a policy of transition to a sustainable development. The transition strategic target to a sustainable development - to generate absolutely new civilized model of development which, supplying a survival and continuing the further progress of a civilization, would not destroy surrounding environment, would be in co-evolutional relations with biosphere. If as a result of the universal co-ordinated actions it will be possible to save biosphere thereby there will be a possibility of a survival of a civilization and its incessant development not only within the next centuries, but also for the subsequent vaguely long times. A sustainable development essence - biosphere and mankind preservation, safety and their joint development.

Inevitability of transition of Russia (and any country on a planet) to a sustainable development follows from requirement of the decision of the general for the world community of global problems. In this sense transition to a sustainable development is a real way of the decision of global problems, each of which is fraught with concrete danger of planetary anthropoecological accident.

Specificity of transition of Russia to a sustainable development as, however, and any other state, should consist in approach of priorities of global and national development on those purposes and criteria which supply survival of mankind at environment preservation. In this sense it is possible to tell that occurrence of priorities and the sustainable development purposes shifts national interests towards global, but to leveling of specificity, own purposes, ideals, values etc. This situation at all does not conduct is typical not only for Russia, but also is absolute for all countries of the world community. However specificity of transition of Russia to a sustainable development essentially differs from the same characteristics of other countries of the world - both developed, and developing.

Russia, joining in global process of transition to a sustainable development, should emphasize the decision of the internal problems, harmonization of the development with other countries of the planet which have headed for realization by same general civilizational of strategy. Important only gradual coordination of the national and global interests connected with global transition to a sustainable development as bringing in a victim of national interests in advantage the universal is unreal; and such item officially shows not only Russia.

The decision is global-environmental problems, defining specificity of transition to a sustainable development, its difference from all other ways of unstable development to Russia should be interfaced to expansion of social and economic, financial, tax, legal and other mechanisms against transition to market relations.

One of features of transition of Russia to a sustainable development is a coincidence on historical time scales with т transition to market relations and democratic transformations. And it means that economic activities should be guided not only by achievement of high economic efficiency, but also on social justice and ecological safety which in the trinity should become main system criterion of our strategic development.
