Existing coke and by-product production is connected with air pollution. Environmental protection problems at by-product coke plants (BCP) are caused by presence of many unorganized and specific pollution sources. The difficulties of emission sources (ES) characteristics determination at BCPs (ES inventory) are also connected with this. Available literature data does not satisfy qualifying standards. Inventory systematic base absence did not allow to get objective evidence of the plants’ impact on atmosphere pollution, to make correct calculations of pollution taxes and to prioritize during air protection measures planning.
Several research and theory works have been performed to solve these problems:
The surveys of All Russian by-product coke plants have been performed. These surveys included ES visual estimates, working and reporting documents analysis, main process equipment status, technology and equipment particular features from air pollution point of view, environmental protection measures efficiency. At the same time standard ESs have been considered, their parameters have been evaluated as well as ES characteristics’ measuring or calculation possibilities.
In order to determine BCP ES’s quantitative and qualitative characteristics a series of benchmark and industrial tests was performed. Special attention was paid to unorganized sources research: special techniques and equipment were developed. For the first time this research resulted in achievement of quantitative and qualitative characteristics of all unorganized and specific BCP ESs.
Comparative analysis of by-product plants emissions in Russia with European standards (BREF reference) demonstrates that Russian developments of the best existing technologies are not worse, and sometimes even more effective than those European.
On the base of analysis and generalization of huge information content the branch “Instruction of atmosphere emissions inventory at BCPs” was developed. It consisted of standard-methodical materials for unorganized and specific emission sources characteristics determination. For the first time a single document unified emission sources classification, pollutants’ list, methodical requirements for ESs data collection and provision, balance method of some sources’ emissions, expert appraisal methods, calculation methods of unorganized emissions evaluation, ESs’ parameters evaluation methods, maximum single and annual average emission evaluation.
This “Instruction” also includes some other methodical materials, such as inventory data computer check method, cokery sources interpretation method in dispersal calculations, prioritization grounds method in environmental protection measures development and so on.
The “Instruction” was approved in accordance with established procedure and has been successfully used as a methodical guide in environmental activities of by-product coke plants in Russia and Commonwealth of Independent States. Currently due to industry-wide standards change, the Instruction has been adjusted and re-ratified. Russian by-product coking industry has got up-to-date normative standards assurance of environment protection activities.
