One of the features of power supply in Far - Eastern region areas of the Russian Federation is the presence of great amount of autonomous systems. This can be explained by remoteness of settlements from central power supply systems, low population density and the absence of transmission lines. For the autonomous systems the delivery of energy resources (coal, black and diesel fuel) is required which is carried out, usually during navigational period of the year by river or sea transportation, rarely by automotive one. Vehicles are often changed during transportation of fuel which leads to its loss. Also there is possibility of the environment pollution, for example - rivers which are rich for unique kinds of spawning fish. However such energy supply systems have low efficiency level.

Such a great difference in energy efficiency between the Far Eastern and European parts of the country can be explained by three global factors – pure power consumption culture and the lack of vivid legislative leadership, directed to economical interest of power consumers and suppliers, and also insufficient responsibility for the safety of the environment. Today’s situation in the area of power consumption can be characterized by the following (based on research): the greatest part – 79% is used for heating, 15% goes to home amenities (cooking, washing), about 5% is used by home appliances and additional 1 % is used for radio and TV. Only the effective energy consumption could save up to 40% of the energy and thus reduce the minimum required fuel reserves, transportation costs and save the environment.

The experience of collaboration with local businesses in the area of energy audit shows that the attention to issues of energy efficiency is not enough. Many companies still use out of date, inefficient equipment and their renovation requires great investments, so first of all we should pay attention to low cost activities.

To change the problem mentioned above the Russian Federation Government has adopted drastic measures. In 2005 resolutions # 265, 267, 268, 269 have been approved that are about creation in the Ministry of industry and energy of the Russian Federation of the research in maintenance of technological loss standards during the electrical and thermal power transmission. The standards are the base for price policy. In addition, one of the required attributes during the maintenance of technological loss standards for regulated period is maintenance of steps in loss reduction. The expertise of the maintenance of technological loss standards for more than 30 power suppliers in the region shows that the offered plan is rather formal than has applied explanations. The reason is that the power supply companies are not interested in loss reduction as the cost of the loss has been already included in prices for consumers. Thus the measures held by the government have no economical power and are unproductive.

At the time by the regional governments and presidential initiatives, activities in creation of gas supply systems have been started not only for cities but also for rural areas of the Far East. This brings to life new ecological issues which require additional financial investments. To our mind this problem can be successfully solved only in collaboration with local private and state organizations and off – site investors based on mutually beneficial conditions.
