Conceptual modeling of an environmental policy economic assessment assumes application of the logic-linguistic approach with the use of hypertext technology. For this purpose the use of semantic representations implemented by means of modern information technology is recommended.

Legal regulations allow constructing of real semantic models, interpreted as frames or semantic networks. The conceptual model of the environmental assessment represents a network of concepts in the form of hypertext thesaurus. To identify types of thesaurus entries links it is necessary to use symbolic designations of logic connections and associative relations.

The stated approach let us define new perspective directions to implement information models of environmental policy economic assessment of various economic transactors. The environmental policy affects all aspects and stages of economic transactors functioning, displayed in the sphere of base relations. However, it does not mean that it does not depend on superstructures, and first of all, on mutual relations between the state and society, and economic transactors. Economic forms of environmental policy realization are presented in the practice of proprietors and managers through their joint activity and management of economic transactors. In conditions when new forms and elements of market relations are instituted the use of adequate methods of environmental policy realization towards general economic and branch features of organizational relations, and information strategy adoption in the strategic planning system are required. The interrelated consideration of economic transactors strategic development and environmental policy assumes classification of environmental policy depending on strategy of economic transactors. It is offered to use following characteristics of classification:

• hierarchy level;
• type of competitive activity;
• vector of development;
• extent of information circulation.
