In conditions of established financial crisis, the main task, marked in all strategic programs of the government is the improvement of the economics structure due to the leading innovation development. It’s very important for Samara, the high-tech region. According to statistics, 30 new technologies were made in Samara region in 2008. About 15% of the used new leading technologies in PFO (Volga Federal District) are used by the enterprises of Samara region. Samara takes the 1st place in this result. Each fifth researcher in PFO works in Samara region. A system of institutions of development was established in the region to solve the problem of transition to the innovation development. They contribute the forming of marketing mechanisms of cooperating between private business and the government in the sphere of innovations . The innovation-investment fund of Samara region takes an important niche in innovation structure created by Samara region government.

The main strategic task of the fund as the infra-structure organization is the supporting of the innovation activity in part of preparation and mastering of the production of the new kinds of products and technologies , financing of scientific and technological researches and developments innovation projects in all stages of the innovation process – from promising scientific idea to the stage of adoption of the development in the production. In 2008 there were made contests “The trial design”, “The manufacturing technologies”, the contest of subject matters of commercialization of technologies suggested by the business communities. 35 projects-winners were supported by the results of the contests on the total sum of 76,4 million rubles. The venture fund of investments in small enterprises in scientific-technological sphere of Samara region is established to develop the venture (risk) financing of the subjects of small enterprises in scientific and technical sphere. The fund consolidates 280 million rubles, 70 of which are given by the federal and regional governments, 140 million rubles are given by the private investor Closed Joint Stock Company “FIA-Bank”.

These actives are formed to finance the investment projects by the investing in the capital of small investment enterprises. The Guarantee fund of supporting of entrepreneurship works to provide the conditions of equal access to small and medium enterprises, private entrepreneurs to the financial bank resources. The potential of the Regional center of innovations and transfer of technologies (NP «RTSITT» non-commercial partnership) is used for adoption of applied developments in the real sector of economics. Its main subject is the support of complex projects of transfer of the unique technologies developed by the Samara universities and scientific organizations.

NP «RTSITT» (non-commercial partnership) supplied the transfer in production 13 innovation projects in following fields: medical and pharmaceutical technologies, scientific and technical developments of chemical and fuel and energy profile, spheres of ecology and energy conservation, scientific and technical developments of aerospace and motor industry profile.

NP «RTSITT» (non-commercial partnership) actively cooperates with the Fund of assistance of development of small forms of entrepreneurship scientific and technical sphere of Russian

Federation in support of innovation processes.

The total volume of financing of projects through the Fund is 32,4 million rubles.

Well co-ordinated actions of the organizations of innovation infra-structure acting like a single mechanism, give the possibility to form and realize large inter-sectoral and inter-regional investment and innovational projects of national importance.

However, due to lack of financing when the Russian state has to proceed from conditions of hard limitations of financial abilities, the financing of measures with delayed result to which the applied scientific researches and the whole innovation activity concerns, occurs on the residual principle.

In established conditions of cooperated affords of the government, business and the institutions of the development must be directed on the creating high-tech competitive fields of national economics.
