Nikolay I. Danilov ENERGY EFFICIENCY AS A BASIS OF SUSTAINABLE REGIONAL DEVELOPMENT

Sverdlovsk Oblast (territory - 194 thsd. sq. km, population - 4,4 mln. people) is one of the leading Russian regions – it accounts for 3,5% of Russian GDP, 5% of electricity generation, 3% of investment. Major sectors are metallurgy, machine-building, energy generation. The region is rich in natural resources with exception of fuel (own fuel is only 3-5% of total consumption).

Since mid 1990-s a systematic, step-by-step approach was taken to raise the energy effectiveness. It included legislative support, monitoring of energy production and consumption, installation of metering equipment, energy performance certificates for public organizations, training, propaganda. A special state institution was established in the region – Institute of Energy Saving, which is busy with analytics, investigation, energy audits and standards compiling, knowledge transfer.

Later other directions were taken in focus – new technologies promotion, energy effective equipment production, economic stimulation of energy saving, especially in the public utilities sector.

As a result of complex measures, the specific energy consumption per ruble of gross regional product dropped since 2000 almost for 40%, which allowed to reduce the demand in primary energy and cut carbon emission.

As there occurred a need to assess energy perspectives of the regional economy, to monitor and analyze production, import, transportation, processing, consumption, export of energy, a new document – regional fuel and energy balance started to be developed annually. It helped greatly when in 2000 a regional socio-economic strategy was elaborated. The balance allowed to discover strengths and weaknesses, to make forecasts and develop social, economic, investment policies.

Current agenda is formed by the recession and need to meet the challenges of post-crisis economy. An innovative idea of “energy budget” is being discussed in Sverdlovsk Oblast, which presumes working out a budget in energy units alongside with traditional financial budget of the region. Their comparison would help to find out the potential of saving, possibilities to increase the economy performance ratio.

Observation of foreign experience, very often – German – is always one of significant parts of the process. Good contacts with German partners are established in Sverdlovsk Oblast– with dena, Rudea (Russo-German Energy Agency), business sector. The region is always open for new co-operation and projects.
