Among attitudes to ecological monitoring of natural environment there is an eco-toxicological, which is considered as a structure-functional form to increase effectiveness of acting of existing systems of control over environmental hazards.
Development and formation of eco-toxicological monitoring systems include creating of their chemical-analytical, eco-toxicological (concerning systems of eco-hygienic monitoring of harmful substances), informational-programming and organizational ensuring, i.e. four functional blocks.
The chemical-analytical ensuring of eco-toxicological monitoring is one of the determinant elements at its formation as there is a necessity in a whole renewal of material and technical basis of analytical centers which can carry out investigation and identification of well-known and unknown toxicants at extremely low concentrations and in extremely little quantities as well as in contemporary clinical and laboratory equipment of toxicological centers which have all possibilities to find out aetiology and pathogenesis of poisoning, including cases with unknown toxicants.
The eco-toxicological ensuring of the system is orientated first of all on assessment of body burden with toxic substances in the organisms of man, animal, plant and in biocenosis comparing to allowed indices (chemical level of monitoring) and secondly to assessment of the influence of toxic substances on people`s health as well as on wild and domestic animals, plants and condition of biocenoses (level of health monitoring). An intermediate position between these levels belongs to the monitoring of determination of toxic substance content in biomediums of the organism and comparing it to the background data.
The people`s health monitoring as part of eco-toxicological monitoring for chemical contaminants of the environment is based on determination of four main groups of indices: demographic, morbidity, disability and loss of a capacity for work as well as indices of physical development, investigation of their correlated relations with ecological loads with toxic substances. Such a specific attitude may be characterized as macroepidemiological.
Main aims of the informational-programming ensuring of eco-toxicological monitoring include collecting and processing of information that allow to carry out modeling of different situations and owing to this to solve various problems of practice. Unified forms of correspondence documentation, classifiers for encoding of information, programs, criteria and indices for implementation of processing and analysis of information are being developed for these goals.
The organizational ensuring of eco-toxicological monitoring system work as to chemical pollutants of the environment determines total principles of their functioning, structure, list of documentation, order and periodicity of control of various objects of the surrounding medium for content of chemical substances and so on.
Control for chemical pollutants of the environment includes a technological checking that is implemented in manufacturing, industry and agriculture, and supervision which is carried out as a state inspection for environmental object status by the organizations in charge.
Thus the main tasks for protection of people`s health and native biocenoses from a chemical contamination consist in development of new technologies in different fields of industry and agriculture which minimize a risk of environment contamination; implementation in working manufactures more effective sanitary-technical equipment for detoxication of emissions to the atmosphere, waste waters, solid waste. Development of hygienic standards as to well-known and unknown chemical pollutants and their eco-toxicological monitoring are the most important criteria of ecological safety of man.
