I.V. Burkovskij THE ROLE AND POSSIBILITIES OF PUBLIC NATURE PROTECTING ORGANIZATIONS IN SOLVING ECOLOGICAL PROBLEMS

Public ecological organizations are founded in every region of Russia. They differ both in forms of organization (units, associations, funds, etc.) and purposes of their activity (ecology and culture, society and ecology, etc.)

The majority of ecological organizations are small regional, town or district ones formed to solve local problems ( Public committee for saving the Volga, Fund for the protection of Lake Baikal, Nature protection service (Kazan), Ecology (Volgograd), The Spring (Zelenograd), Chernobyl committee, etc.).

Major public ecological organizations including more than 500 ecological units and groups can solve extremely important nature saving problems. In particular they popularize ecological ideas, found public universities dealing with the protection of environment, take part in TV and radio discussions, arrange exhibitions, publish books, leaflets, posters, contribute articles to newspapers and magazines.

Ecological organizations form technological committees, which help to find out negative aspects in the work of enterprises deteriorating the environment and do their best to eliminate them. Public inspections are formed in a number of settlements. Local organizations do a lot of practical work like planting trees along canals, roads and ravines.

The tendency of such organizations to unite into bigger ones such as Socio-ecological Union, Ecological Union and All-Russia Animal Protection Society on regional and federal levels opens new horizons. The biggest mass organization of this kind is All-Russia Environment Protection Society.

The use of ecological organizations for analyzing urgent situations, studies of world ecological practice, creation of new methods of analytical control, ecological education of the population are nowadays the most important conditions for solving complicated ecological problems in every region of the country. Forming an effective mechanism of cooperation between nature protecting organizations and bodies of state power is of great importance. One of the integral parts of this mechanism is ensuring judicial help to ecological organizations.
