A.H. Fedorovskaya MONITORING OF ANTHROPOGENIC SOURCES IN THE SYSTEM ENVIRONMENTAL SAFETY CONTROL AT ENTERPRISE

Perm Krai occupies the area of 193,5 thousand square km with the population of 3 million 268 thousand people. 99,8 % of the territory is located in Europe and only 0,2 % of it is located in Asia. It is one of the most densely populated and economically developed regions in the taiga zone not only in Russia, but all over the world. It takes the second place in Russia in term of its natural resources: unique sources of potassium salts, oil and gas reserves, coal fields, non-ferrous metals and forests. There are 29 thousands rivers, 800 lakes and 18 water storages. Forests occupy60 % of the territory.

A diversified economy (nearly 80 types) is well developed in the region, determining strongly expressed anthropogenic impact on the environment in the form of large-tonnage and multi- component emissions.

The huge territory, various geographical conditions, a diversified economy with great number of ecologically unsafe industries, water resources – all this, undoubtedly aggravates the conduction of the ecological monitoring on the territory of Prikamye, at the same time accelerating its necessity.

A great attention has always been paid to this problem in Perm region. That is why it was chosen as a pilot region for realization of TACIS program project “Systems of ecological monitoring in Russia” (2000-2001) with Ministry of Natural Resources of Russian Federation as a beneficiary. Methodological recommendations (MR) concerning the organization and implementation of ecological monitoring (with regard to ambient air) on the regional level were elaborated in the framework of the project. On the one hand, MR were based on national approaches. On the other hand, on the assumption of resources and expediency, main regulations of the European legislation consistent with Russian legislation were taken in account.

One of the project tasks was elaboration of monitoring procedure at an enterprise level. Assessment and forecast of the impact of industrial enterprises on the environment based on the anthropogenic emission sources and environmental components status is one of the main tasks of the environmental protection control system. Besides, it is known that administrative decisions concerning pollution sources give the most prompt and noticeable result.

For the purposes of further development in this direction in the framework of the target complex program of the Perm region environmental protection MR were revised and complemented in the “Centre of laboratory analysis and technical measurements”. The New edition takes in account changes in legislation, possibility of the other sources (waste waters and products) impact assessment and practical experience concerning carrying out monitoring of anthropogenic sources at the enterprises and their influence on the environmental components. Information received during monitoring underlies the formation of enterprise ecological policy, which effectiveness in most respects is determined by the reliable, practically grounded assessment of the character and level of its impact on the environment.
