Tyumen State University, Tyumen, Russia

The information system for monitoring over the physical health of the population (IS PPHM) is intended to assess the level of physical health, to set up a DB of health parameters, to study parameters’ dynamics and to supporting of health management. The system works at several levels: individual (person), group (collective, establishment), municipal (city, a settlement), regional (the regional centre of monitoring). The process of monitoring involves people of different age and background: a preschool child, pupil, student, worker or an employee, an official (which this process already operates), the mayor and the governor.

The concept of the system comprises the following properties.

  1. Openness: the access to DB is open at all levels as well as monitoring results (the table, the diagram and diagrams), it s possible to build forecasts, to form managing influences on the process of improvement of physical health by means of interpretation of the received results.
  2. The system creates uniform information space and, as consequence (investigation), a transparency (according to rights of access) parameters and levels of physical health of the region population.
  3. An educational orientation: use of system raises computer literacy of all monitoring subjects.
  4. A motivational role: dynamics of physical health parameters reflects efficiency of introduction of innovations in educational processes of educational establishments and influences of social reforms on health of population various layers.

IS PPHM will enable:

Now experimental version of IS PPHM of preschool children, schoolchildren and young sportsmen (IS-2005) is being launched in Tyumen and in the North Tyumen area (into. Uray, Nyagan’, Salekhard, Mezdurechenskiy, Mortka, Tobolsk).

Using of the IS PPHM promotes development of innovative-educational process of preparation of post-graduate students and students.

It is offered to develop a mechanism of individual monitoring of a physical condition in schoolchildren by means of an anonymous dialogue discreetly initiated by a computer or a website. It is already proved, that PC users (the majority of which is a young generation) are subjected to risks of a number of pathologies known under the term «computer illnesses». Self-monitoring has also psychological advantages. The monitoring results in a motivated care for health and changes to a healthier way of life.

Using of artificial neural networks for integrated estimation prediction of a health state of the population chosen category and in a concrete educational institution or area on the limited sample, but for short time is possible.
