Accounting on the latest researches [1], water is the matter, being in the informatively-phase state the characteristic sign of which is the presence of informative cells, and their orientation is not simply power-orientated field, but a kind of the energy information field. The complex of water interactive structural elements in this case has to be named the informative system of water. Consequently, the development of water quality control system considering the energy informational component of its structure becomes essential along with the existent standards of maximum possible concentrations (MPC) of harmful chemical substances or microorganisms.

The electrographic methods are intensively developed at this stage, basing on the fact that the Nature objects are the source and carrier of complex radiation changing according to its structure [2]. One of perspective methods in this direction is the method of Kirlian-graphic based on the Kirlians’ effect [3,4].

The researches of the energy-information water state were realised with use of the device «REK-1» (Registrator of Kirlian effect), developed by Scientific Research Institute of Machinery Technologies (Dniepropetrovsk, Ukraine). The operation principle of the device is based on registration of gas-discharge luminescence arising up round the object at its locating in the high-frequency electric field by the emulsive layer of photosensitive material [5].

The water samples: the waster water of industrial enterprises, the mineral water from a natural source and the distilled water having the stable physical and chemical parameters and being the control sample were investigated for estimation the method sensitivity to the different water properties and the contamination degree.

The analysis of more than 200 fixed images of gas-discharge luminescence structure parameters around and in the area of liquid and photo material contact confirms the relation of the gas-discharge crown form with the explored water state, which is the basis for its quality estimating. Thise estimation was realised by comparison of gas-discharge luminescence parameters of explored water samples with the distilled water according to following parameters:

The luminescence structure crown of distilled water drop is represented on the Kirlian pictures by the sharp internal ring, by the middle ring with even streamer formations and by luminescence. The luminescence crown of mineral water has the similar luminescence parameters with the control sample. At the same time the width of external of the mineral water exceeds the control sample width of external flashing by 20% in average. Diminishing of external flashing width of waste water of industrial enterprises more than 25% compared to the control sample, the presence of areas without streamers and grain disseminations in the contact area of liquid and photo material determine the negative state of the explored liquid object.

The high method sensitivity to the water composition and properties change is confirmed by the results of the researches, that enables to estimate energy-information object state without the complex treatment and interpretation of data effectively enough.
