1. The current period of the postindustrial society is only transitive stage in movement to an information society: pressure on the person of information chaos and information noise is too strong.

2. «Information society (IS) is a social and economic formation, basic driving which force are intellectual information systems and technologies and people owning them» [Author, 2003].

3. Now take place up to ten the contradictions accompanying transition of the countries of the world to IS. It became ground of formation of a new scientific-applied direction  information ecology or INformation ENnvironment (INEN), in general, and Human INformation ENnvironment (HINEN), in particular. The information ecology  «it is a science studying an information component [Author, 1998] interactions of biological systems among themselves and with an environment» [Ernest Hekkel, 1861].

4. In area HINEN it is possible to count intermediate results of researches and development:

• The concept of the adaptive information filter-generator creating in a room effective recreation of he person;

• The concept the health care information technologies promoting removal of syndromes «dry eyes», a cervical & brachial osteochondrosis, neurasthenia and so on;

• -Renewal of attention to the problem of personification of computer workstations which is taking into account features of physiology and psychology of the person, working with it;

• -Formation of a technological direction computer support of professional work  creation of the information systems which are adequately built in style of professional work of the concrete expert;

• -Idea on electronic (computer, by means of communicator and a cellular telephone) supporting of a healthy way of life.

5. The first IT-innovations which have been given birth within the framework of researches on HINEN are: the program Work Time Manager of batching of work with computer, the program of monitoring of a condition of system “user-mouse” (concepts of information handwriting, keyboard handwriting), the program of formation of an information portrait of the person in procedure of search in the Internet, the concept of autoformalization of the computer user activity model etc.

6. It is necessary for jurists to reflect above the absence fact in all countries constitutions of the world right of the citizen on inviolability of personal time  a unique irreplaceable resource of the person. This thesis is given birth by generalization of the facts of information aggression concerning the person. In the world there a lot of mechanism and incorrect behaviour, in particular of the officials, resulting in irrevocable and senseless loss of time by the citizen because of compulsory possession by this time by someone.

Resume

1. It is necessary to include the sections giving an opportunity to intensify research and development in area HINEN in various researches and development support programs of the international, national and regional scales.

2. Work on formation of health care IT needs is necessary.
