M.O. Yepik EXPERT SYSTEM OF MONITORING OF AIR CONTAMINATION IN THE CITY OF DONETSK

There is the state system of the ecological monitoring in Ukraine, which includes the system for monitoring of contamination of atmosphere which is strictly regulated and compatible with the State System of Standards and proper legislative acts. The list of environmental parameters, which is determined by governmental bodies, is strictly established. Requirements for the used methods and ways of measurements as well as the frequency of test selection etc. are also strictly regulated.

In the result the system of ecological monitoring has some weak points: adherence to regulation results in that the analyses not having a practical value are executed; the use of the only ratified methods results in the waiver of purchase of front-rank analytical equipment; character of dispersion of contaminating matters in mid air is reflected only by model calculations; a few of observation posts results in reliable null information about the state of atmospheric air; the system on the whole does not provide operative influence on the sources of contamination and operative information about the state of environment.

This is one of pre-conditions for creation of consulting model of monitoring in Donetsk, because for creation of mathematical model of monitoring of air contamination a new approach is used which is based on presentation of process of prognostication as an unclear dynamic process. This approach will allow to avoid some regulated requirements which are made to the methods of prognostication.

From the other side, it is possible with minimum expenses and using the existent control facilities of atmosphere (stationary posts), to develop such a system of monitoring of atmosphere contamination, which will allow to forecast the state of atmosphere (operative, short-term prognoses and other) in any control point located at the territory of the city. Obtained results will be used both for regulating of emissions (maximum possible emissions) and concentrations (maximum possible concentrations) of basic contaminating matters and for delivery of recommendations on their decline.

The conducted analysis showed that the offered system corresponded to the methods of consulting models, as it had the following characteristics: it can be simply solved by means of manipulation with characters (i.e. using character reasonings), instead of numbers (as accepted in mathematical methods); it has heuristic (not algorithmic) nature, because its solution implies the application of heuristic rules; it is difficult enough, to justify expenses for development of consulting model; it is specifically enough narrow, to be decided by the methods of engineering of knowledge, and to be practically meaningful.

Thus, development of the expert system of monitoring of air contamination is timely and economically advantageous for the city of Donetsk, and application of the theory of unclear dynamic processes will allow to create the system which is capable of independent designing and forecasting an ecological situation, and also drawing conclusions and giving necessary recommendations for declining of emissions to the atmosphere without participation of experts.

The introduction of such system developed in Donetsk National University, will allow large cities - megalopolises, to take into account features both natural, and technogenous of a variety of landscapes of territory, climatic conditions, specificity of pollution of an atmosphere and available clearing equipment.
